Err..why would people want to protect a reservoir from sunlight in the first place?

thanks for dropping by. they wanted to protect the reservior from sunlight to prevent the formation of bromate.
"Bromate" in drinking water is undesirable because it is a suspected human carcinogen. A combination of bromide from water, chlorine and sunlight form bromate. The black plastic balls was used to block the sunlight which causes the naturally present bromide to react with the chlorine used in treatment in the Ivanhoe reservior. -wikipedia

Oh, carcinogen is not good. Better safe than sorry. It looks like they require plenty more plastic balls.
I hope they can recycle the plastic balls. Hopefully, none of them will get lost.
